Cigarette makers and tobacco farmers asked the House Ways and Means Committee to let the excise tax on cigarettes revert to 8 cents a pack at the end of September, while health groups urged the panel to double it to 32 cents to help discourage smoking. The tax was doubled to 16 cents per cigarette pack in 1983.
