Capt. Buddie J. Penn is scheduled to relieve Capt. Russel N. Blatt as commanding officer of the North Island Naval Air Station during change of command ceremonies Wednesday. Penn will become the 34th commanding officer of the 68-year-old air station.

Penn, 47, is a 25-year Navy veteran who holds a master’s degree in science from George Washington University. He has extensive aviation experience, including combat tours aboard the aircraft carriers America and Shangri-La. His last assignment was as special assistant to the chief of naval operations at the Pentagon.

Blatt is being transferred to the Naval Military Personnel Command in Washington.

The guest speaker at Wednesday’s ceremony is expected to be Vice Adm. C.A. Easterling, commander of the Navy’s air forces in the Pacific.
