Negotiations between the state of Pennsylvania and unions representing more than 70,000 public employees stalled, with workers threatening a walkout if an agreement is not reached by midnight tonight. Talks are scheduled to be resumed at noon, however, between negotiators for the state and the 11 unions, which represent a wide variety of workers, including prison cooks, health inspectors and unemployment compensation workers. The state has offered workers an across-the-board 3% pay increase in each year of a three-year contract. The unions are seeking 6.5% increases in each year of a two-year pact.
