Selkirk Communications of Toronto said that it is going ahead with plans to offer $24 (Canadian) a share for the 5.9-million shares of Standard Broadcasting, which owns Chatsworth-based Valley Cable. At current exchange rates, the offer is worth about $104 million U.S. Analysts said Selkirk faces an uphill battle in trying to acquire Standard Broadcasting.
