Reagan Selects Envoys to France and Canada

WASHINGTON —
President Reagan plans to nominate Joe M. Rodgers, 51, a Nashville, Tenn., developer, as U.S. ambassador to France and Thomas Niles, 45, deputy assistant secretary of state for European and Canadian affairs, as U.S. ambassador to Canada, the White House announced Tuesday.
