LOS ANGELES COUNTY - News from July 11, 1985

Carol Schatz, senior vice president and director of public affairs for Irvine-based Financial Corp. of America, will join the Federal Savings and Loan Insurance Corp. in Los Angeles as deputy Western regional director, reporting to Don Crocker, regional director. The appointment is effective Monday.

Schatz was senior vice president and director of public affairs for the California Savings and Loan League before joining FCA in its Los Angeles office.

First Charter Bank named Roger A. Hill president and chief executive, replacing Mike Justice, who left the bank. A spokeswoman declined to elaborate on Justice’s departure. Hill previously was executive vice president of First Los Angeles Bank.

Jack I. Salzberg continues as chairman of Los Angeles-based First Charter, which has assets of about $28 million.

Phillips Petroleum, Bartlesville, Okla., which is in the process of streamlining operations to reduce $4.5 billion in debt, announced that seven high-ranking executives have new positions or added responsibilities. They will assume some of the duties performed by five Phillips executives who are among those accepting an early retirement package that was offered to 2,400 Phillips employees. Changes include:

L. M. Rickards was promoted to executive vice president-exploration and production from senior vice president. K. L. Smalley, former vice president-minerals, was named senior vice president of the gas and gas-liquids division. He replaces Senior Vice President Kenneth Heady, who is retiring. The No. 2 man in that division, Vice President Paul W. Tucker, is also retiring.

R. E. Bonnell, vice president and treasurer, was named senior vice president-finance and treasurer. Ray G. Steiner, vice president-services, was named vice president-supply and transportation in the petroleum products and chemicals division. Steiner replaces Vice President John E. Harris Jr., who is retiring. W. E. Barr, vice president-engineering, was named vice president-engineering and services, taking on some of the duties performed by Steiner.

R. G. Askew, senior vice president-chemicals, is retiring. Phillips said the formerly separate chemical division is being consolidated with the petroleum products division. The consolidated operations will be headed by Executive Vice President R. G. Wallace. Gordon D. Goering, senior vice president of the petroleum products division, is retiring.

Phillips also said that C. M. Kittrell, executive vice president, will oversee the company’s research and high-technology activities, which are being consolidated into one division.
