New Soviet Commander

EAST BERLIN —
The Soviet Union has named Gen. Pyotr G. Lushev as the new commander of its 400,000-strong forces in East Germany, the official news agency ADN announced Friday. He succeeds Gen. Mikhail M. Zaitsev, removed from the post last week in what some Western experts regard as a wide-ranging shake-up of the Soviet high command.
