A pilot program to reduce the amount of trash in Los Angeles city dumps by encouraging junk dealers to pick up newspapers, cans and glass from residential curbs was tentatively approved by the City Council. The “scavenger licensing” proposal by Councilman Howard Finn would give homeowners in designated parts of the city special trash cans for recycleable items to put on their curbs. The council approved Finn’s proposal without discussion. The city attorney’s office must now amend the Municipal Code and bring it back to the Public Works Committee and City Council before the project can begin. If scavenger licensing wins final approval, each of the city’s 15 council members will decide whether to participate.
