Highway construction costs rose 3.5%.
Ray Barnhart, head of the Federal Highway Administration, said the second-quarter rise brought his agency’s composite index for highway construction costs to 173.9%, assuming a 1977 base of 100%. Increases in roadway excavation, cement concrete surfacing, structural steel and structural concrete offset lower prices for bituminous concrete paving and reinforcing steel, he said.
