Reagan Appoints 3 to Draft Appeals Board

President Rezgan on Wednesday mnamed three new members, including two Southern Californians, to the National Selective Service Appeals Board.

The new chairman will be Frank de Balogh, 43, a University of Southern California professor and native of Hungary. The other two members are Guadelupe Hinkle, 69, a Los Angeles Community activist and a native of Mexico, and Julius Belso, 66, a New Brunswick, N.J., real estatre executive and a native of Hungary.
