Reagan Appoints 3 to Draft Appeals Board

Washington — President Rezgan on Wednesday mnamed three new members, including two Southern Californians, to the National Selective Service Appeals Board.
The new chairman will be Frank de Balogh, 43, a University of Southern California professor and native of Hungary. The other two members are Guadelupe Hinkle, 69, a Los Angeles Community activist and a native of Mexico, and Julius Belso, 66, a New Brunswick, N.J., real estatre executive and a native of Hungary.
