Donald Devine, deposed chief of the federal civil service, was named interim head of Sen. Bob Dole’s political action committee--a key organization for the Kansas Republican’s possible 1988 presidential bid. Devine’s job will be to develop a state-by-state organization to help Republican candidates in next year’s elections. Devine withdrew his nomination for a second term as head of the Office of Personnel Management after it became clear he could not be confirmed by the Senate.
