The House and the Senate cleared and sent to President Reagan a $13-billion general spending bill to cover supplemental expenses through this fiscal year, which ends Sept. 30. The measure includes $27 million in non-lethal assistance to the rebels fighting the leftist government of Nicaragua and $2 billion in economic aid for Egypt and Israel, as well as $250 million in economic aid for Jordan.
