A federal appeals court blocked enforcement of a Corona ordinance that would have forced the town’s only “adult” bookstore to relocate or go out of business. A three-member panel of the U.S. Circuit Court of Appeals in San Francisco upheld a lower court’s ruling that a 1981 ordinance restricting such businesses to two commercial zones and requiring them to be 750 feet away from any home, school, church or park is unconstitutional because it effectively restricts access to “adult” materials in the city--a violation of guarantees of free speech and expression. Helen Ebel, proprietor of the store, said she was unable to find a legal alternative site and obtained an injunction--which was affirmed by the appeal court’s decision.
