President Reagan was accused of failing to show leadership in the recent budget fight as the nation’s governors met in Boise, Ida. Kansas Gov. John Carlin, chairman of the National Governors Assn., said Reagan’s media campaign to push his tax proposal had detracted “from Congress’ ability to deal with the deficit.” The governors also expressed concern about the rising level of foreign imports, particularly from Japan.
