Sweden said today that it is normalizing relations with the Soviet Union because the number of submarine intrusions has dropped, then filed a protest with Moscow for blocking a Soviet sailor from defecting.

Officials announced that relations will be normalized after two days of bilateral discussions with Soviet First Deputy Foreign Minister Viktor Maltsev. Later in the day, Sweden formally complained that a Soviet trawler illegally chased down a crew member who had leaped into Swedish waters in a vain attempt to flee to the West.
