Woman Sworn In as Head of Personnel Management

WASHINGTON —
Vice President George Bush Friday swore in former campaign aide Constance Horner as the first woman to head the Office of Personnel Management, formerly the Civil Service Commission.
Horner, 43, takes over as head of the agency that oversees more than 2 million nonpolitical federal employees.
