Yorba Linda : Council Votes to Ban Work Noise at Night

After complaints that workers awaken residents while cleaning the parking lot of a new shopping center at 3 a.m. and 4 a.m., City Council members on Monday approved an ordinance that regulates construction and maintenance activities.

Some neighbors of the Village Green Shopping Center complained that a cleaning crew using a vacuum and an air blower disrupted their sleep, Community Development Director Phil Paxton said.

Maintenance crews opted for the early-morning cleaning schedule “because there isn’t a lot of opportunity” during the day when the lot is full of cars, Assistant City Manager Bruce Channing said.

The new ordinance makes any noise which may “disturb the peace and comfort of the neighborhood or comfortable enjoyment of life and property” a misdemeanor, Paxton said.

The ordinance regulates the time limits of construction and maintenance of real property, such as lots, between 8 p.m. and 7 a.m. Monday through Saturdays and all day Sunday and holidays, Paxton said.
