The Justice Department filed suit against the owner of a restaurant and lounge in Virginia Beach, Va., who made blacks pay a $5 cover charge but let whites in for free. Assistant Atty. Gen. William Bradford Reynolds said the suit was filed in U.S. District Court and charged the restaurant owner, Robert Bradshaw, with discriminating against black patrons by violating a section of the 1964 Civil Rights Act. The suit asked the court to compensate victims of the discriminatory practices.
