Philippine opposition lawmakers filed a motion to impeach President Ferdinand E. Marcos, but a legislative committee killed the measure within hours. The impeachment bill, the first against a Philippine president, accused Marcos of graft and corruption, violation of the constitution, and violating his oath of office. Marcos, 67, has been president for 20 years.
