The City Council agreed to construct a pedestal and pay for a plaque to accompany a bust of Jared Sidney Torrance, the city’s founder. The Torrance Historical Society is paying for the bust, which will be placed in front of the Society’s museum at 1345 Post Ave. . . . The city has entered into a five-year lease with Watson Land Co. for 80.2 acre-feet of water pumping rights, starting at $70 per acre-foot in 1985-86 and increasing to $85 per acre foot in 1989-90. . . . The city has extended for two more years its contract with Community Transit Services Inc. for Dial-a-Lift service. . . . The City Council awarded Terra-Cal Construction Inc. a $173,655 contract for development of the southwest portion of Columbia Park.
