Canada Recalling Envoy to South Africa for Talks

Canada announced Thursday that it is recalling its ambassador to South Africa for consultations on the most effective way to persuade the South African government to end apartheid.

The announcement was made before South African President Pieter W. Botha’s speech in Durban in which he said he is committed to negotiate with the country’s black majority but gave no new details of any reform plans.

External Affairs Minister Joe Clark warned the South African government that “the world will not be beguiled by symbols that do not involve substantial change” and said that international pressure would continue to build for an end to apartheid.
