A federal judge has given the city of San Francisco four weeks to solve overcrowding problems at the County Jail at the Hall of Justice or he may start releasing prisoners. “This is drastic, but it is one way of getting results,” U.S. District Judge William Orrick said. Under a consent decree in 1982 the city agreed to solve unhealthy conditions and reduce the inmate population. “I take strong exception and am plainly irritated when any decrees of this court are not complied with fully,” the judge told Sheriff Mike Hennessey Friday.
