Mayor Roger Hedgecock Monday formally announced his endorsement of the managed growth initiative on the Nov. 5 city ballot. Hedgecock has been a leading force in authoring the initiative, which would forbid building in the city’s urban reserve unless a development is approved by a majority of the city’s electorate.

Approval by the City Council of the controversial 5,100-acre La Jolla Valley Project, which includes a graduate Christian university and an industrial park in the North City area, spurred members of San Diegans for Managed Growth to circulate petitions to place the initiative on the ballot.
