South County : 2 Cities Tentatively OK Fees for Freeways

City councils in San Juan Capistrano and San Clemente this week gave tentative approval to ordinances that would assess fees against new construction to help pay for construction of three new freeways in Orange County.

Under a plan worked out between the county Transportation Commission and 10 Orange County cities, developers would pay fees of $1,010 to $1,305 for each new home built, while commercial developments would be charged fees ranging from $1.30 to $1.75 per square foot. Construction already under way would not be affected.

On Tuesday, the San Juan Capistrano council approved a first reading of the ordinance by a 3-1 vote, while the San Clemente council approved a first reading by a 4-1 vote Wednesday.
