Navy Commands Change Hands

WASHINGTON —
President Reagan today named new commanders for the Atlantic and Pacific fleets and a new vice chief of Naval Operations at the Pentagon.
The new vice chief of Naval Operations, the Navy’s second-highest post, will be Adm. James Busey, 52. Adm. Carlisle Trost, 55, will head the Atlantic Fleet based in Norfolk, Va., and Adm. James Lyons, 57, will be new commander of the Pacific Fleet based in Honolulu. The appointees will be promoted from vice admiral to full admiral.
