Alabama Gov. George C. Wallace celebrated his birthday with a brief appearance before 3,000 cheering and singing supporters at a $5-a-ticket rally in Montgomery that aides admitted was a fund-raiser for a possible fifth race for governor in 1986. Wallace, 66, making his first public appearance since undergoing surgery a month ago to relieve chronic back pain, stayed at the party in Garrett Coliseum just five minutes.
