Agriculture Secretary John R. Block said he has no “absolute guarantees” that the Soviet Union will fulfill its commitment under a 1983 trade agreement to buy 1.1 million more tons of wheat this year. Block, on a six-day visit to the Soviet Union, said: “I made it clear that we view this as important. . . . I cannot tell you if they will buy it or not.” Under the 1983 pact, the additional purchase of wheat must be made before the new fiscal year begins Oct. 1.
