Ambassadors to Uruguay, Romania Are Nominated

SANTA BARBARA —
President Reagan on Friday nominated a retired federal appeals judge, Malcom Wilkey, to be ambassador to Uruguay, and longtime State Department Soviet specialist Roger Kirk to be ambassador to Romania.
