A federal judge in Camden, N.J., ruled that testing jockeys for evidence of drug use is constitutional, thereby permitting random urine and breath tests.
The jockeys had argued that drug or alcohol abuse was extremely rare among people involved in horse racing and said they would support a system in which only those suspected of drug use were tested.
