The Senate began consideration of sweeping immigration legislation by approving on a voice vote an amendment that would increase the annual number of visas available for Hong Kong residents to 5,000 from 3,000. Debate will resume today, when the Senate will turn to a controversial amendment by Sen. Pete Wilson (R-Calif.) to streamline the procedure by which growers of perishable crops may obtain foreign laborers to harvest their produce.
