A federal appeals court in Philadelphia ruled that Unit 1 of the Three Mile Island nuclear power plant, near Harrisburg, Pa., can be restarted next week unless it is blocked by an appeal to the U.S. Supreme Court. The U.S. 3rd Circuit Court of Appeals, in a 10-2 vote, refused to hear an appeal from the state and other parties that say more safety hearings are needed. The court said it will keep its order closing the plant in effect until 4 p.m. Wednesday. Unit 1, shut down for refueling at the time, was not damaged when the adjacent Unit 2 suffered the worst accident in the history of commercial nuclear power plants on March 28, 1979.
