Basic Fact Ignored in Social Security Items

I urge you to print an explanation of the contradictory and untrue (purposely or due to ignorance) article by Edward R. Roybal, which says there is a surplus in money required to pay current benefits for a long time at present tax rates.

Then it says payments equal 25% of the total federal budget. Of course it does not legitimately belong in the budget, since Social Security taxes are solely for Social Security and have created a surplus (as of now).

Therefore, payments for Social Security benefits are not paid out of general taxes.
