Local News in Brief : City Council Tentatively OKs High-Rise Ban on Ventura Blvd.

The Los Angeles City Council Tuesday tentatively approved a one-year moratorium on Ventura Boulevard high-rise construction in an effort to prevent the worsening of traffic congestion. Final approval is expected next week.

The moratorium, approved without discussion on an 11-0 vote, is designed to give city planners time to prepare new development guidelines that would require builders on Ventura Boulevard to help minimize traffic problems. Measures could include requiring developers to pay for street widenings or shuttle buses along the boulevard through Encino, Sherman Oaks, Studio City, Tarzana and Woodland Hills.

Because only 11 of the 15 council members were present for Tuesday’s meeting, final approval of the measure was put over for one week. A unanimous vote with at least 12 members voting is required for immediate approval of a city ordinance.

The moratorium would prohibit structures of more than three stories and would reduce by half the permitted floor space along the boulevard.
