Monrovia
Mark Foote has been named chief of the Monrovia Fire Department, replacing George Kahl who retired in June. Foote has been acting chief since Kahl’s departure. Foote, 55, joined the Monrovia deparment in 1970 as assistant fire chief. He previously had been a captain in the Lemon Grove Fire Department, where he began his career in 1955. The Cal State Los Angeles graduate is a resident of Monrovia. He and his wife Pat have two children.
