President Fills Two Top Justice Department Posts

WASHINGTON —
President Reagan filled two top Justice Department posts Wednesday, naming Charles Cooper, deputy assistant attorney general for civil rights, as counsel to Atty. Gen. Edwin Meese III and Senate aide Stephen Markman as assistant attorney general for legal policy.
