Rep. Parren J. Mitchell (D-Md.) announced Monday that he is retiring and will not seek reelection in 1986. He refused to elaborate on his plans.

Mitchell, 62, Maryland’s only black congressman, has been a member of Congress since 1971. He has been known as a staunch supporter of civil rights and an equally vigorous critic of President Reagan.
