Luggage Carts

My family just returned from a vacation in China and five other Asian countries. At every airport luggage carts were provided free of charge in the customs area. Upon our arrival in the U.S.A. we went to the luggage carousel to retrieve our baggage and proceed to clear customs. Luggage carts, which had been free everywhere else, were locked up and obtainable only with an American dollar. However, there was no foreign currency exchange in this bonded area. Travelers who exchange money prior to arrival usually carry denominations of higher value. Therefore, our foreign travelers are usually denied the use and convenience of these carts.

It seems to me that, as a gesture of good will and welcome, carts should be available at no charge at all American ports of entry.
