AND WAIT, THERE’S EVEN MORE: If there’s any video that’s a good bet to be in MTV’s sought-after Power Rotation, it’s the new Jefferson Starship clip “We Built This City.” The song has a spoken-word passage where a deejay touts a local San Francisco rock station. And guess who supplied the deejay’s voice--former Bay Area radio wiz Les Garland, now one of the programming chiefs at MTV. (To encourage local radio play, the band’s record label, RCA, has supplied special tracks without Garland’s voice so local deejays can insert their own spiels). . . . And WTBS debuted a new video show this weekend, “Powerplay,” a hourlong compilation of the hottest new clips of the week. Produced by Tommy Lynch (who is also at the helm of WTBS’s venerable “Night Tracks” program), the video show will feature anywhere from 10 to 12 upcoming hits each week, mixing the latest album-rock, black music and Top 40 clips.
