People will drown and drug smugglers’ jobs will be made easier if Congress endorses a Senate Appropriations Committee decision to cut the Coast Guard budget by $200 million, the chairman of the House Coast Guard subcommittee said. Chairman Gerry E. Studds (D-Mass.) said the Senate panel voted last week to pare the Coast Guard budget to $1.58 billion, about $200 million less than the House approved last month and $182 million less than President Reagan had sought.
