Cost of constructing a new City Hall in Escondido will not exceed $14 million, even though some initial estimates placed the costs as high as $15.8 million, the City Council promised Wednesday night.

The council voted to adopt the $14-million budget by a 4-1 vote. Councilman Jim Rady objected, saying no more than $12 million should be spent on the 84,000-square-foot building.

Ground breaking is scheduled for next month, on the site of the city’s new $52-million civic and cultural arts complex adjacent to Grape Day Park downtown.

Projected costs of the new City Hall were higher than originally expected because some items, such as landscaping and artwork, were not included in the earlier estimates and other items, including interior furnishings, were more costly than expected, city staff members said.
