A hand throttle contributed to the June 7 crash of a bus taking 71 Elk Grove schoolchildren and their chaperons on an outing, the California Highway Patrol reported.

One student was killed and 74 people were injured in the crash.

CHP Officer Fred Martin told a weekend news conference that the hand throttle was set when the bus driven by Mark Collins, 24, hit a stalled dairy truck on Interstate 680 near Fremont.

Martin said Collins turned his attention from the roadway and reacted too late when he finally saw the truck.

The set hand throttle then impeded braking the bus, Martin said.
