The Orange County-based Educational Foundation for Black Americans has awarded its first grants--$5,000 for a tuition loan program at Compton Community College and $20,000 for a tuition loan fund and books at Tuskegee Institute in Alabama. The group, started last year by a group of Orange County business owners, also received its first major donation--$80,000 from Dr. Matthew Jenkins, a Fullerton veterinarian.
