Hearing Set on Talega Valley: A special Planning Commission public hearing on the plan for the 3,500-acre Talega Valley backcountry development--part of the massive Rancho San Clemente project--will be held tonight at 6 at City Hall. The specific plan for the area calls for about 5,000 new homes to be built over a 15-year period by the Santa Margarita Co. At previous Planning Commission meetings, environmentalists have expressed concern that the development might upset the area’s sensitive ecology, which includes several species of hawk and owl and at least one plant that is endangered.
