The world’s major airlines, hit by rising costs and a series of air disasters, called for tougher security but were unable to reach agreement on how to achieve it. After an annual meeting of the International Air Transport Assn. in Hamburg, West Germany, a spokesman said fares are likely to go up because of rising fuel costs and the need for tighter security. Guenter Eser, secretary general of the 140-carrier group, said 1985’s profits will probably be among the lowest in civil aviation history.
