New York state’s highest court barred from the Nov. 5 ballot a referendum on whether New York City should be forbidden to aid in the development of military bases that can handle nuclear weapons. The 7-0 decision was a victory for backers of a $300-million port the Navy wants to build on Staten Island for the battleship Iowa and six other ships. Anti-nuclear groups that had sought the referendum contend that the presence of nuclear weapons would threaten the city with a nuclear accident.
