A senior Soviet official, at a Moscow meeting with Imelda Marcos, first lady of the Philippines, offered to finance the expansion of her country’s ship repair yards, the official Philippine news agency said. The offer to the wife of President Ferdinand E. Marcos came from Foreign Trade Minister Boris I. Aristov, who said Moscow would like to have more of its vessels serviced in the Philippines, the agency said.
