The U.S. Embassy in Kabul, Afghanistan, has been ringed by troops and power has been cut since a 19-year-old Soviet soldier fled into the building Thursday. Secretary of State George P. Shultz, en route to talks with Soviet officials, said the United States has protested to Afghan and Soviet authorities over “intimidation” tactics in the case. American officials are reportedly talking to the soldier about what options he has. U.S. policy is not to grant asylum at embassies but there are exceptions, and no decision has been made in the case.
