“To survive a nuclear war is our duty,” physicist Edward Teller said at the opening of a three-day conference sponsored by the American Civil Defense Assn. in Los Angeles. Teller, one of the key developers of the atomic bomb, contended that such a war would be survivable if Americans had enough underground shelters. He criticized President Reagan for failing to build an adequate civil defense system and said the Administration is keeping Americans in the dark about the Soviet civil defense system.
