The Army will test its Individual Ready Reserves with a voluntary call-up of 25,000 former soldiers in 13 cities nationwide in January. About 5,000 reservists are expected to show up. Essentially, the IRR is an inactive reserve, 73% of whose enlisted members have had an average of 28 months of active duty. Their average age is 25. The IRR has been criticized as being unable to cope with an emergency mobilization and as being a dumping ground for soldiers who have been discharged from active duty.
