Ugandan rebels announced the formation of an interim government in areas of the country under their control. Diplomats in Kenya said the move is likely to harm prospects for a peace settlement. The Uganda National Resistance Army said that its officials, dealing with such matters as finance, education and minerals, will “provide services pending an agreement with the junta in Kampala.”
